The C-T- Watch (Counter-Terrorism Watch) leadership team is comprised of highly skilled and seasoned Subject Matter Experts (SME’s) in the fields of Counter-Terrorism, Anti-Terrorism, Forensics, Intelligence, Counter-Intelligence, Special Operations, Cyber Warfare, Explosive Ordnance Disposal (EOD) and Investigations. Most of our leaders stem from Special Operations, Intelligence Community, State and Federal Law Enforcement, Legal, & Corporate backgrounds with over 200+ years of combined specialized training and experience. Our principals come from three generations of family tradition with US National Security and Government service dating as far back as the Spanish American War (George R. Wicker and Captain Kelly R. Wicker, CIA, Ret.).
President & CEO
Roque Wicker
As President & CEO of C-T Watch, Inc. (Counter-Terrorism Watch, Inc.) Mr. Wicker is actively engaged in all aspects of global operations as well as delivering the strategic vision of the company. Mr. Wicker comes from three generations of US National Security professionals and is a veteran of the U.S. Navy and served on the USS Camden for two tours, EOD-Mobile Unit 3 and as a reservist in EOD-Mobile Unit 7. Mr. Wicker was recognized by FBI Deputy Director Paul Abbate and the FBI InfraGard National Members Alliance as the 2018 "National Sector Chief of The Year" for his contributions in the national mission of protecting US critical infrastructure & key resources (CIKR). Mr. Wicker serves as the Government Sector Chief for InfraGard L.A. as well as President for the Federal Enforcement & Homeland Security Foundation (FEHSF-West).
VP of Violence Prevention / SME
Frederick Simon, FBI, Ret.
Frederick J. Simon served in the FBI for 24 years. During this time, he was assigned to or assisted with various cases involving Human Intelligence gathering (HUMINT), Espionage, International & Domestic Terrorism, Violent Crime, Corruption, Cyber Crime, and White-Collar Crime. Mr. Simon served as a trained Interrogator at Guantanamo Bay Naval Base in Cuba (GTMO), responded to numerous crime scenes as part of the FBI's Evidence Response Team, served on the Crisis Negotiation Team, trained with the FBI’s Behavioral Analysis Unit (BAU), and assisted an allied Foreign Intelligence Service with Witness Protection, conducting Protection and Advance work. Mr. Simon was also deployed overseas to represent the FBI, and had experience working on numerous high-profile cases throughout the US. At C-T Watch Mr. Simon serves as a security and protection SME as well as one of our cadre members for HUMINT, law enforcement & military training evolutions.
National Security Program Manager
Darrell M. Blocker, CIA, Ret.
A 2014 recipient of the CIA’s George H. W. Bush award for excellence in Counterterrorism, Mr. Darrell Blocker retired in October 2018 as an Operations Officer in the CIA’s Directorate of Operations. At the time of retirement, he was the most senior black officer in the Clandestine Service and an executive member of the Senior Intelligence Service (SIS), equivalent to a 3-Star General. Mr. Blocker’s last four assignments were as Chief of Station, Chief Africa Division, Deputy Director of the Counterterrorism Center, and Chief at the Directorate of Operation’s iconic training facility. He is a 32-year member of the Intelligence Community, including four as an Air Force analyst and the last 28 working for CIA in Africa, a war zone in South Asia, and Europe. At C-T Watch Mr. Blocker provides strategic overview of all intelligence and security related programs.

Robert Dougherty, CIA, Ret.
A 25 year veteran of the CIA Mr. Dougherty brings an extensive intelligence background to C-T Watch, Inc’s Intelligence & Counter-Intelligence Training Program. Mr. Dougherty currently holds a Top Secret and above security clearance. Mr. Dougherty’s operational background includes Counter-Terrorism Operations, Counter-Proliferation Operations, Counter-Intelligence Operations, Counter-Narcotics Operations, and HUMINT (Human-Intelligence) Operations. Mr. Dougherty has detailed area, cultural, and on-the-ground knowledge & experience of Latin America, Europe, and the Middle East. Mr. Dougherty has worked internationally as well as domestically with both the CIA and FBI JTTF in fusion centers across the United States. At C-T Watch Mr. Dougherty provides subject matter expertise in intelligence training and HUMINT operations.
Special Projects Program Manager
Benjamin Perez, CIA, Ret.
Benjamin Perez is a recently retired 28 year veteran and Senior Intelligence Service (SIS) officer of the CIA (Central Intelligence Agency). Mr. Perez developed an expertise in European military, security and political issues through his extensive assignments throughout his CIA career to include Chief of Station (COS) responsibilities in multiple countries. Mr. Perez began his Counterterrorism work following the 9/11 attacks and has served in various war zones over the last 16 years. As an SIS officer, Mr. Perez served as the senior CT official to the FBI and as the senior advisor on international operations. Mr. Perez also served as the senior CIA advisor to the US Military for Special Operations. His most recent assignment was on rotation as the Deputy Director to the Terrorist Screening Center (TSC) under the FBI and Department of Justice (DOJ). Mr. Perez provides senior-level subject matter expertise on Counter-Terrorism Operations, HUMINT-enabled operations, Surveillance detection, High Threat Environment expertise, Counter-Intelligence operations, Counter-Proliferation operations, Operational Preparation of the Environment (OPE), and has worked directly with dozens of foreign partners during the course of his career.
Prior to CIA, Mr. Perez served in the U.S. Army as a paratrooper and as a military intelligence expert on interrogation and served in Central America in the mid-1980’s. At C-T Watch Mr. Perez provides subject matter expertise in intelligence training and HUMINT operations.
Bombing Prevention Program Manager
Kevin G. Miles, FBI SABT, Ret.
Kevin G. Miles is a Lecturer at the Department of Fire Protection and Paramedicine Sciences, School of Safety, Security, and Emergency Management, Eastern Kentucky University. He has extensive experience in the field of improvised explosive devices and post-blast investigations. In 2013, Mr. Miles retired from the Federal Bureau of Investigation (FBI) after 23 years as a Special Agent Bomb Technician. He is a 1989 graduate of the FBI’s Hazardous Devices School in Hunstville, AL. At that time, he was a member of the Tulsa, OK Police Department Bomb Squad. In 1990, after eight years as a police officer, he joined the FBI. He served in the Gallup, NM, Buffalo, NY and Los Angeles, CA Field Offices. While in Los Angeles, he was named the FBI’s first officially assigned full-time bomb technician. He served in that capacity for more than 17 years. Mr. Miles was part of the crime scene teams that processed the bombings at the World Trade Center in 1993, Oklahoma City Federal Building in 1995, TWA Flight 800 in 1996, Khobar Towers, Saudi Arabia in 1996, Maldives Al-Queda Bombing in 2007, and hundreds of others. He has taught over 9,000 students from all over the world on the intricacies involved with bombing investigations. In 2000, Mr. Miles earned the title of FBI Master Police Instructor and in 2010 was named as an FBI Master Special Agent Bomb Technician. Mr. Miles received a B.S. in Criminal Justice from The University of Tulsa in 1980. He received his Master’s Degree in Criminal Justice from Boston University in 2015.

Capt. Raymond Bottenfield
Captain Ray Bottenfield (Ret.) served over 27 years in law enforcement, having served with the Los Angeles Housing Authority Police Department, the Los Angeles School Police Department and the Santa Monica College Police Department. He began his tenure with Santa Monica College Police Department as a Sergeant and was promoted to Captain in November 2013. While working as a full-time police officer, Captain Bottenfield earned both a Bachelor’s and a Master’s of Science degree from California State University, Long Beach. Captain Bottenfield was heroically involved in the June 7th, 2013 Active Shooter incident at a school campus in Santa Monica, CA. Captain Bottenfield was awarded the United States Public Safety Officer Medal of Valor by the President of the United States and the California Public Safety Officer Medal of Valor for his actions in stopping the threat that saved countless students lives on campus. At C-T Watch Captain Bottenfield brings his Law Enforcement knowledge and experience as well as his intricate knowledge on active shooter training for both law enforcement in schools and campuses across the country as well as for private business entities interested in prevention, reaction and post incident training.
VP of Investigations
Michael Scott, LASD, Ret.
Michael Scott is a retired Los Angeles Sheriff’s Department (LASD) homicide detective with over 37 years’ experience. He has conducted complex homicide, miscellaneous death and deputy/officer involved shooting investigations for a department with 9000 sworn officers. Managed a heavy case load. Supervised and trained newly assigned homicide detectives. Investigated cases with high media attention. Mr. Scott was Awarded the Los Angeles County Sheriff’s Department “Exemplary Service” Award and the Los Angeles County Sheriff’s Department ‘Distinguished Service” Award by the L.A. County Sheriff . Commendation from Steve Cooley, Los Angeles County District Attorney, for thirty years of “Dedicated Service” to the citizens of Los Angeles County. At C-T Watch Mr. Scott brings valuable knowledge and experience in the field of law enforcement and provides subject matter expertise in surveillance, investigations, homicide investigations, crime pattern analysis, rules of evidence, crime scene investigations, officer involved shooting investigations, interview & interrogation techniques, and undercover operations. Mr. Scott and his team of investigators conducts comprehensive investigations and backgrounds for a variety of our clientele.
Interview and Interrogation SME
William "Bill" Vincent, FBI, Ret.
Former Navy SEAL and recently retired FBI SA Agent Bill Vincent worked as a valued member and instructor of the FBI’s High Value Detainee Interrogation Group (HIG). Bill spent 15 years working International Terrorism cases and 5 years assigned to the Central Intelligence Agency (CIA) conducting source operations. He has multiple deployments to Afghanistan, Iraq and the greater Middle East where he conducted numerous interviews of a wide variety of terrorist entities including core al-Qaeda, ISIS and Taliban leadership. Bill Vincent is one of the most sought after Counter-Terrorism Subject Matter Experts both in the law enforcement and Special Operations communities. At C-T Watch Mr. Vincent brings valuable knowledge and experience in the field of law enforcement and special operations and provides subject matter expertise in surveillance, counter-surveillance, interview and interrogation / Tactical Questioning training courses for both Law Enforcement and Military Special Operations.

Yousef Badou, USMC
Yousef Badou is an educator and trainer with a diverse background. Yousef was certified as an Instructor/Trainer and was requested by name to serve as the Predictive Threat Analysis Lead to the US Marine Corps Combat Hunter Program. He served as the certifying authority for instructors in subjects pertaining to Enhanced Observation, Predictive Threat Analysis and Tracking. At C-T Watch Mr. Yousef brings valuable knowledge and experience in the field of Advanced Situational Awareness (ASA) and Advanced Observation Skills (AOD) for both Law Enforcement, Military Special Operations and private security tasked with the protection of critical infrastructure and Fortune 500 organizations.
Corporate Medical Director / TACMED MD
David Felmar, M.D.
As Corporate Medical Director, Dr. Feldmar oversees all C-T Watch healthcare training programs and special projects. Dr. David Feldmar has dedicated his entire life to the study of medicine and surgical technique. He is double board certified in plastic and general surgery. Dr. Feldmar began practicing general surgery in 2008, and plastic surgery since 2010. Dr. Feldmar is also an avid long range shooter and works with C-T Watch, Inc. as an advisor and consultant for healthcare related projects such as the “Stop the bleed” campaign, “Healthcare Workplace Violence Prevention Program” and “Advanced Tactical Medicine” (TACMED-A) curriculum development and instruction.
VP of OSINT (Training & Investigations)
Joe Gray, CISSP-ISSMP, GSNA, GCIH
Joe Gray joined the U.S. Navy directly out of High School and served for 7 years as a Submarine Navigation Electronics Technician. Joe is the inaugural winner of the DerbyCon Social Engineering Capture the Flag (SECTF) and was awarded a DerbyCon Black Badge. As a member of the Password Inspection Agency, Joe has placed 2nd in the HackFest Quebec Missing Persons CTF powered by TraceLabs, 2nd in the BSides Atlanta OSINT CTF, and 3rd Place in the 2018 & 2019 NOLACon OSINT CTFs. Joe has independently placed 2nd in the HackFest Quebec SECTF, 4th Place in the DerbyCon OSINT CTF, and 2nd Place in Hacker Jeopardy at Hack in Paris. At C-T Watch Joe serves as the VP of all things OSINT, running both trainings and investigations. He brings his expertise and his OSINT team's passion and principles in utilizing OSINT techniques for good.

Sevan Gerard
Sevan Gerard is a multidisciplinary researcher,
practitioner, and strategist in disaster management, public safety, systems theory, and intelligence. He is a graduate of the Naval Postgraduate School in Security Studies, focusing his research on technology and social identity in conflict and terrorism. He has worked as a consultant and subject matter expert for the private sector as well as for federal law enforcement and intelligence organizations on homeland security, CBRNE, and technology challenges. He has also operated as a tactical medic and private sector security and intelligence officer abroad. Mr. Gerard plays a key role at C-T Watch as VP of Curriculum and has been intricately involved in evolving our courses with current and relevant training across all sectors of training.
